Duties and Responsibilities
Essential Duties and Tasks
• Makes regular tours of plant and checks bar screens, engines, generators, pumps, settling tanks, filters,
clarifiers, chlorinators, and other equipment for proper functioning.
• Records data from various meters, gauges and dials; logs daily, weekly, and monthly activities.
• Performs standard laboratory chemical and biological tests.
• Performs general preventive and scheduled maintenance; assists on major maintenance and repairs.
• Regulates and adjusts motors, pumps, blowers, valves and other apparatus to meet changing operating
conditions.
• Performs routine building and grounds maintenance including mowing, cleaning and painting.
• Collects water and wastewater samples, analyses plant performance and makes chemical feed and other
adjustments consistent with supervisory guidelines; back washes filters; wastes sludge.
• Prepares and maintains logs and records of work activities.
• Performs related duties as required.

Knowledges, Skills, and Abilities
• Working knowledge of the operating characteristics and maintenance requirement of water or
wastewater treatment plants.
• Working knowledge of applicable federal, state, and local laws, ordinances, and permitting
requirements.
• Working knowledge of the occupational hazards of the work and of necessary safety precautions.
• Working knowledge of standard laboratory test and procedures used in a water or wastewater treatment
plant.
• Working knowledge of the use of computers to record data, prepare reports, and operate plant
equipment.
• Some knowledge of hydraulic, chemical and mechanical principles pertinent to water or wastewater
treatment plant operations.
• Skill in teamwork and collaborative conflict resolution.
• Ability to detect flaws in the operation of mechanical equipment and to determine proper remedial
measures.
• Ability to conduct routine laboratory test.
• Ability to understand and follow moderately complex oral and written instructions.
• Ability to read meters, charts, and technical manuals and drawings accurately and to maintain records
of shift operations.
• Ability to establish and maintain effective working relationships with peers and superiors.
Physical Requirements
• Must be able to physically perform the basic life operational functions of climbing, balancing, stooping,
kneeling, crouching, reaching, walking, pushing, pulling, lifting, grasping, and hearing.
• Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20
pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
• Must possess the visual acuity to read gauges, dials, and observe moving parts of machines, and to
record and review written records.
Desirable Education and Experience
Graduation from high from high school supplemented by course work in chemistry or biology and some
experience in the operation and maintenance of machinery and equipment, preferably in a water or wastewater
treatment plant, or an equivalent combination of education and experience.
Special Requirements
• Possession of a valid North Carolina driver’s license.
• Ability to obtain North Carolina water plant operator's grade C certificate or grade I wastewater operator
certificate within 12 months of hire date. Employee should not be removed from probation until
certification is achieved.

WATER TREATMENT PLANT OPERATOR

An employee in this class performs a variety of operational, laboratory, and maintenance duties designed
to produce safe treatment of potable water, and disposal of domestic and commercial waste materials.
Work is performed on an assigned or rotating shift. Work includes monitoring the plant's operation
through observation, mechanical readings and the results of standard chemical and biological tests and to
make necessary adjustments in the process as conditions or test results dictate. Other duties include
performing standard laboratory tests and assisting with plant and facilities maintenance.

                  General Statement of Duties

Performs challenging project management work in engineering design and construction of utilities infrastructure. Under the general direction of the Executive Director, works cooperatively and coordinates with the Water, Wastewater, and Collection/Distribution Divisions

Distinguishing Features of the Class

An employee in this class performs a variety of professional engineering work associated with the design and construction of utilities projects. This employee provides technical and supervisory guidance for staff and collaborates with engineers and contractors to ensure projects conform to standards and specifications. Work includes designing infrastructure improvements related to utilities, developing plans and specifications for construction projects, and administering construction contracts. 

Work requires the ability to manage multiple projects simultaneously and the ability to effectively communicate orally and in writing. The employee exercises considerable judgement and independence of action including contacts with citizens, contractors, and developers. Work may subject the employee to environmental conditions, extreme temperatures, and construction noise and hazards. Work is performed under general supervision and is evaluated based on conferences, review of completed work and records, adherence of work inspected to adopted plans and specifications, and observation of demonstrated skills. 

Work involves public contact, initiative, and judgement. General administrative direction is received from the Executive Director regarding matters of policy, budget, long-range plans, personnel matters, and work priorities. Work is evaluated through conferences and reports for productivity, effectiveness in customer service, and compliance with required laws and regulations.

Duties and Responsibilities
•	Plans, organizes, and implements capital projects such as water and sewer line extensions and/or replacement; water and sewer plant upgrades and expansions; lift station replacement, construction, and repair; and other projects; develops, updates, and oversees engineering and construction standards for the organization. 
•	Reviews work of contracted engineering personnel involved in the design and review of utilities and related infrastructure and prepares cost estimates for projects. 
•	Reviews development plans for adherence to organizational standards and requirements. 
•	Administers contracts with determining engineers and contractors; reviews cost estimates to determine accuracy and determines bond amounts.
•	Meets with contractors and reviews and explains construction requirements; identifies necessary actions to obtain compliance; makes on-site field inspections as necessary to respond to questions from inspectors and contractors; works with contractors and engineers on remediation strategies for non-conforming construction.   
•	Reviews surveys and field data and information produces calculations for construction projects. 
•	Participates as a member of the organizational leadership team. 
•	Researches, recommends, and prepares policies, plans, concepts, and future projections. 
•	Fills in as manager over operations or the organization as needed in the absence of others. 
•	Responds to citizen inquiries and complaints regarding policies, technical requirements, and related issues. 
•	Performs field work as needed to observe construction and staff maintenance work, gather field data and for other purposes. 
•	Plans and supervises contracted construction and maintenance projects; ensures proper inspection and adherence to plans and standards prior to Authority acceptance. Performs related duties as required. 

Recruitment and Selection Guidelines

Knowledges, Skills, and Abilities
•	Knowledge of utility design, construction, and contract administration procedures. 
•	Knowledge of water and sewer line construction techniques and materials, and the ability to determine whether design specifications and standards are being met. 
•	Knowledge of modern and effective supervisory principles and practices including leadership, motivations, communications, performance coaching and evaluation. 
•	Knowledge of modern and effective engineering specifications, and state and federal regulations relating to utility systems. 
•	Knowledge of the methods and techniques used in construction cost estimation. 
•	Knowledge of the local, state, and federal laws and regulations relating to water and wastewater treatment, water distribution and wastewater collection.
•	Skill in public speaking, customer service delivery, meeting facilitation and collaborative conflict resolution, ability to prepare and interpret engineering designs specifications related to assigned work. 
•	Ability to perform mathematical computations and apply standard engineering techniques in the design and construction of projects. 
•	Ability to establish and maintain effective work relationships and communicate effectively with the general public, contractors, and other employees. 	  
•	Ability to provide leadership to a large staff in multiple locations providing around-the-clock services.
•	Ability to establish and maintain effective working relationships with Authority officials, industrial officials, regulatory officials, contractors, other employees, and the public. 
•	Ability to prepare, present and interpret complex records and reports.
 



Physical Requirements
Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, grasping, fingering, talking, hearing, and repetitive motions. Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Must possess the visual acuity to compile and compute data and statistics, inspect work for quality of methods and materials, operate a computer, do extensive reading, and use measuring devices. 

Desirable Education and Experience
Bachelor's degree in civil engineering or related field with considerable experience of a progressively responsible nature in civil engineering. A combination of ten (10) years of experience in water and wastewater operations management, and   supervisory experience.

Special Requirement
Preferred but not required, possession of a valid North Carolina Registered Professional Engineering license 
Possession of a valid North Carolina driver's license
