I-85 SSI Project Bids

SGWASA recently progressed to the next phase of the I-85 Sanitary Sewer Improvement (I-85 SSI) Project plan. The Project's managing engineer firm, CDM Smith recently submitted a certified Bid Tabulation and Recommendation to Award.

SGWASA and CDM Smith representatives will present the Recommendation to Award to the Board for approval in an upcoming Board session. Once approved by the Board, SGWASA will submit necessary documents to the North Carolina Department of Water Infrastructure (NCDWI) and the U.S. Department of Agriculture (USDA) for their review and approval.


Following NCDWI and USDA approvals, the construction contract will be submitted for review and approval before execution. The Authority is working with Haren to implement value engineering techniques, particularly for the two pump stations, to identify potential cost savings.


The pre-construction meeting and issuance of the Notice to Proceed are targeted for January, subject to regulatory approval timelines.

Butner, NC – The South Granville Water & Sewer Authority (SGWASA) concluded the bid opening process for the I-85 Sanitary Sewer Improvement project on Thursday, October 10, 2024. The project is a critical infrastructure upgrade designed to enhance wastewater conveyance capabilities and improve the region's ecological footprint, and increase sewer capacity.


Following the initial bid opening on August 27th, SGWASA held a second bid opening event on Thursday, October 10th. This was necessary to meet the requirements of NC GS 143.132, which mandates at least three bids for public contracts.


Excerpt:

No contract to which G.S. 143‑129 applies for construction or repairs shall be awarded by any board or governing body of the State, or any subdivision thereof, unless at least three competitive bids have been received from reputable and qualified contractors regularly engaged in their respective lines of endeavor; however, this section shall not apply to contracts which are negotiated as provided for in G.S. 143‑129 or to contracts for dredging services in the State's coastal waters. 


Two bids were received from reputable contractors, English Construction and Haren Construction. The project management team is diligently reviewing the submitted proposals to select the most qualified contractor and award the bid.


Per the bid documents, a decision will be made within 14 days of the bid opening.

SGWASA has rescheduled the I-85 Sanitary Sewer Improvement Project bid opening event to be held at 1:00 PM on Thursday, October 10th. Upon thorough evaluation of all submitted bids, the Bid Selection Team will then proceed with making recommendations for an award.


Please note that interested parties are welcome to visit the project site. However, access must be limited to public rights-of-way. For safety and security reasons, entry onto private property is strictly prohibited unless accompanied by SGWASA or CDM Smith staff.

Required Meeting:  

A mandatory Pre-Bid Conference will be held on Tuesday, August 27, 2024 at 12:00pm  at the Butner Town Hall - Camp Butner Conference Room at 415 Central Avenue in Butner, NC 27509. There will be a non-mandatory site visit immediately following the Pre-Bid Conference.  


Interested parties may review the project site but must stay within public rights-of-way. Access to private property is prohibited unless accompanied by SGWASA or CDM Smith staff. Questions related to obtaining the bid documents are requested to be directed to CDM Smith:

CP1 Bidding Details

Sealed Bids for construction of the I-85 Sanitary Sewer System Improvements Construction Package 1 project will be received by the South Granville Water and Sewer Authority (SGWASA) at 415 Central Avenue, Suite B, Butner, NC 27509 until 10:00am on Tuesday, September 24, 2024. Submitted bids will be publicly opened and read aloud during the I-85 SSI Project Meeting held in the Butner Town Hall - Camp Butner Conference Room located at 415 Central Avenue in Butner, NC 27509.
