I-85 SSI Project CP#2 Bid Announcement

The South Granville Water and Sewer Authority (SGWASA) is accepting bids for the I-85 Sanitary Sewer Improvement Project's Construction Package 2. This major infrastructure project is focused on the enhancement of southern Granville County's wastewater system.


This segment of the project includes extensive gravity sewer and force main installation, the construction of a new 1.75 Million Gallons per Day (MGD) lift station, as well as the abandonment of multiple existing lift stations and associated force mains. The scope supports long-term service expansion and system resiliency along the I-85 corridor.


Bidders must attend a mandatory pre-bid conference on May 1, 2025, to be considered. Substantial completion is expected by May 21, 2027, with final completion by July 5, 2027. Full project details and bid instructions follow below.



Bids for the construction of the Project will be received at 415 Central Avenue Suite B Butner, NC 27509, until Thursday, May 22nd at 2:00pm local time. At that time, the Bids received will be publicly opened and read in the Camp Butner Conference Room.


Work Details:

  • 9,300 LF 8-inch to 30-inch DIP and PVC gravity sewer identified as the Northern Interceptor.

  • 17,800 LF 8-inch to 36-inch DIP and PVC gravity sewer identified as the Southern Interceptor.

  • Demolition and Abandonment of Lift Station identified as the Wilkins Road Lift Station.

  • Abandonment of 1,000 LF of 3” force main identified as Wilkins Road Force Main.

  • Demolition and Abandonment of Lift Station identified as the Mount Hope Lift Station.

  • Abandonment of 5,800 LF of 16” force main identified as the Mount Hope Force Main.

  • Demolition and Abandonment of Lift Station identified as the 11th Street Lift Station.

  • Abandonment of 500 LF of 4” force main identified as the 11th Street Force Main.

  • Abandonment of 1,700 LF of 6-inch PVC force main identified as Falls Commerce Force Main Relocation.

  • New 1.75 MGD I-85 Lift Station.

  • 8,200 LF 10-inch DIP and PVC force main along East Lyon Station Road and Will Suitt Road identified as the I-85 Force Main.

  • 2,400 LF of 12-inch to 24-inch PVC gravity sewer identified as the Ledge Creek Gravity Sewer Relocation.

  • 3,300 LF of 16-inch to 18-inch PVC gravity sewer identified as the East Middleton Gravity Sewer


Owner anticipates that the Project’s total bid price will be approximately $47,000,000 (inclusive of bid alternates). The Project has an expected substantial completion date of May 21st, 2027, and a final completion date of July 5th, 2027. 




Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format.


The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.


Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. Pre-bid Conference

A mandatory pre-bid conference for the Project will be held on Thursday, May 1st at 2:00pm at Camp Butner Conference Room, 415 Central Avenue, Butner, NC 27509. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

 

            The following waivers apply to this Contract:

            De Minimis,

            Minor Components,

            Pig iron and direct reduced iron.
